Telangana state got the nod from UPA co-ordination committee and CWC. Telangana will be formed with in four or five months, it is informed. The bill will be approved by the Parliament and President will issue notification for the formation of state.

New Delhi: Andhra Pradesh state congress affairs in-charge Digvijay Singh said to the reporters that UPA co-ordination committee and CWC passed the resolution in favor of Telangana after wide discussions. He informed that Rayalaseema and Andhra regions will continue as Andhra Pradesh state. He said that the formation of Telangana state will take four to five months. Ajay Maken added that General Elections in 2014 will be held only after the formation of Telangana.

Procedure to form Telangana

Digvijay also explained the various stages involved in the procedure to form Telangana state. He indirectly said that Telangana state will be formed irrespective of whether Andhra Pradesh assembly is going to approve the bill or not. Various stages in the procedure of Telangana are as follows –

  • Central government of India will request a resolution from Andhra Pradesh assembly for formation of Telangana state
  • After the assembly resolution, a team will be formed which will consist of ministers to study the distribution of water, revenue, properties, electricity production and distribution etc.
  • The team will send a report with all the above details to central home ministry for preparing the Telangana bill
  • The bill will then be submitted to President of India
  • President of India will send the bill to the state Assembly
  • Andhra Pradesh assembly can modify the bill but it is up to the central government to take them into consideration or not.
  • The bill then will be sent back to the President. It will then be presented before the Parliament
  • After discussion, the bill will be approved by the Parliament
  • President will issue a notification for formation of two states.

Earlier Digvijay said that amendment of constitution may be needed for bifurcation of Andhra Pradesh state as the Telangana bill will have to be approved with two third majority in parliament. But in the procedure that was announced yesterday in the press meet, there is no mention of it.
